WIOA Performance Indicators — Timing Chart User Guide
The Timing Chart shows how WIOA performance indicators are measured across program years. It maps exit cohorts (the participants being evaluated) to the quarters in which their outcomes are measured and reported.
Reading the Chart
Rows list each performance indicator (Employment Q2, Median Earnings Q2, Employment Q4, Credential Rate, Measurable Skill Gains, Effectiveness in Serving Employers, and Employer Penetration).
Columns represent individual quarters within each Program Year (PY). Each Program Year runs July 1 through June 30 and is divided into four quarters:
- Q1: Jul–Sep
- Q2: Oct–Dec
- Q3: Jan–Mar
- Q4: Apr–Jun
Interacting with the Chart
Mousing Over a Cell
When you hover over any cell in the table, it turns green. Green cells indicate an exit cohort — the group of participants who exited the program during that quarter and are being measured for success on that indicator.
When a cell is highlighted:
- The green cell shows when that cohort exited the program
- A yellow box appears to show the quarter(s) when that cohort's outcome is being measured
- A second green highlight appears in the row below to indicate the quarter in which that outcome is officially reported
Mousing Over a Program Year Quarter Header
Hovering over a quarter label in the header row highlights all cohorts across every indicator that are being calculated or reported during that quarter.
Filtering by Program Year
Use the drop-down menu in the upper left to select a specific Program Year. When a Program Year is selected, cells tied to that reporting period come into focus, and cells outside the selected period are de-emphasized.
