Welcome to the PIRL-DEIA Crosswalk. This resource is designed to aid Workforce Development professionals interested in the analysis of WIOA administrative data with a specific focus on exploring data related to diversity, equity, inclusion, and accessibility (DEIA). The crosswalk contains data attributes to identify PIRL data elements that may provide insights into DEIA. These attributes are labeled: diversity, equity, inclusion, accessibility, and DEIA Notes.

The PIRL specification used in the crosswalk: USDOL PIRL. The crosswalk contains All PIRL data elements as found in the USDOL specification. This makes the crosswalk valuable for quickly exploring the entire PIRL. For this first version of the crosswalk, we focused on PIRL data elements required for Title III, Wagner-Peyser, Title I's WIOA Adults, WIOA Dislocated Workers, and WIOA Youth.

Diversity:

The practice of including the many communities, identities, races, ethnicities, backgrounds, abilities, cultures and beliefs.

Select PIRL elements that can help us understand the diversity among program participants. Race, Ethnicity, and Sex are common data points when exploring diverse populations and this data is captured in the PIRL. Use these primary groups to compare to labor market data to understand whether participants are representative of the general population. In addition, the PIRL includes characteristic details whereby individuals can be further differentiated, such as age, disability, type of disability, education level, basic skills deficient, English language learner, cultural barriers, etc. Explore these sub-groups or any combination of them for further analysis with the primary diversity categories.

Equity:

The consistent and systematic fair, just and impartial treatment of all individuals, including individuals who belong to underserved communities that have been denied such treatment.

Starting with a detailed understanding of the demographics of your service areas, select PIRL fields that can give insight into impartial service delivery for diverse participants, which may be more apparent if looking for possible inequities. PIRL fields included may be types of services delivered, such as received training, and supportive services. PIRL fields that report outcome data should be used, such as employment and earnings data, credentials earned, training completion, and training-related employment rates. By disaggregating the data by diverse populations, we can identify gaps or disparities which may indicate inequities. Are there any disproportional impacts? Are there geographic disparities?

Inclusion:

The recognition, appreciation, and use of the talents and skills of individuals of all backgrounds.

Select PIRL fields that can provide insight into whether or not diverse populations are being included and supported. Fields such as the type of occupation where training occurred can help us identify possible occupational segregation or fields such as program of study or type of training. PIRL fields for industry sector pre-participation employment and post-participation employment can provide insight into the distribution of diverse populations across sectors. Analysis of participants receiving support services may provide insight into "inclusion."

Accessibility:

Access to and benefits from participation in workforce services including support, as well as in the workplace itself; with a focus on targeted populations¹ and underserved communities who share a particular barrier that restricts the opportunity to engage in workforce services and successful employment outcomes.

Select PIRL fields that can help us understand the accessibility of services for both diverse and targeted populations. Are services accessible to all? Are all workforce services and support accessible to individuals and communities with barriers to employment? Are there gaps in access to services in your geographical service area?

Quickly explore USDOL PIRL data elements with this interactive table. The table automatically saves the state of your table configuration, such as any sorting, filters, column visibility or choice of number of displayed rows.

Search

Use the search input to search PIRL data elements by PIRL Element Number, Data Element Name or Data Element Definitions Instructions. Search results appear as keywords are entered.

Column Visibility

Nine columns are set visible by default. Default visible columns: PIRL Data Element Number, Data Element Name, Data Element Definitions Instructions, Code Value, Diversity, Equity, Inclusion, Accessibility, DEIA Notes. There are 32 data attributes (columns) for each PIRL data element and all of them may be made visible using the column visibility button. Click the Column Visibility button to open the list of available columns. Click column names to toggle column visibility on/off. Your preferences will automatically be saved for your next visit.

Show 10 rows

The default table returns 10 rows of data elements. Click this button to select the number of rows to display.

Filters

Use the table filters to isolate specific table data. For example, use the filter to choose all data elements that have been flagged for Diversity for Title I Adult, Dislocated Worker,and Youth funding streams. Multiple filters may be applied. Click the X Clear All Filters button to clear all filters, including clearing any search input.

Note: Filters are applied to the table when you see the X Clear All Filters button.

Download an Excel spreadsheet of the table. The download includes all columns, regardless of visibility setting, and honors any applied filters.
